Election in democratic and democratic systems are the best way to select the right people in the Managerial and governance system. Participation with the notion Right to Vote on the Election Day was firstly initiated in the late nineteenth century in the West. In most European countries political participation and suffrage were accepted during this period and then spread throughout Europe. In most of those countries, the right to vote and to vote in Election was granted in the first decades of the twentieth century. However, women's suffrage was recognized later in most countries in the early twentieth century, along with the development of democratic thought and the efforts of many human rights activists and women.
In Afghanistan, after the formation of the post-Taliban government and the adoption of the new constitution, Election were accepted as a way of governing political, administrative, and decision-making institutions. After much deliberation the IEC was set up as the organizer of the Election in Afghanistan. According to Article 156 of the Afghan Constitution, administering and holding Election, monitoring any Election and referring to public opinion in Afghanistan are among the tasks of the IEC.
 Complaints and election violations are the responsibility of the Electoral Complaints Commission. Election today are in fact the core of the democratic life of citizens. Democratic participation requires fair and transparent election in the country. Political participation is not democratic participation without political competition. However, even in totalitarian and authoritarian regimes, the majority of people vote. However, power remains the monopoly of a group or party. Authoritarian regimes and various dictatorships bring people to the polls in various ways. In democracies, the dignity of citizenship is a prerequisite for voting. So, along with the other elements that make democracy a reality, the most important and productive of these is Election which are based on right to vote of citizens of the country.
 Given the importance and station of election in democratic systems, Election in many democratic countries have been based on popular sovereignty and the realization of democracy. Governors have been urged to provide citizens with rights and privileges through the constitution. One of these rights is the right to vote for all people who are eligible to vote. Therefore, the right to participate and the right to vote at the ballot box to decide and determine the political fate of the people of the country are the embodiment of democracy and the results reflect the will of the people. The right to vote and to participate in Election is the best and most important tool for establishing a democratic government. The Afghan constitution has in the best possible way recognized this right and empowered the Afghan people to decide on all matters of political sovereignty and crucial decisions that determine the fate of the people. According to Article 14th of the Constitution, the sovereignty is that of the nation, not the individual or group. The nation determines this sovereignty directly, as in the presidential election or through the people's representatives, in the parliamentary Election, etc., and the government has to gain legitimacy directly or indirectly for the people's vote.
